Early in 1988, District Governor of District 978, John King, appointed PP Dick Browne, of the Rotary Club of Grovedale, as his special representative to conduct a survey within the township of Torquay with the aim of establishing a Rotary Club.

Such was the Dick Browne's diligence and enthusiasm the Rotary Club of Torquay was formed on the 7th March of that year with twenty five members.   It was admitted to Rotary International on the 19th April 1988, and the charter was presented to Charter President Stan Boyle by District Governor John King on the 6th May 1988 at the Charter Dinner held at the Torquay Community Hall.

To this day the members of the Rotary Club of Grovedale have continued their close liaison with the Rotary Club of Torquay and over the twenty years since charter have participated in many joint projects and fellowship activities.
